Political Scheme for
The Eritrean arena, nowadays, is full of political contradictions that reflect its historical, cultural, religious, and social accumulations, that express the sum of the Eritrean actual status representing all its factions and communities, who were destined to live in one geographical area or a piece of land. The Eritrean revolution was incapable of presenting integrated solutions, that were apropos to the nature of the facts that are originated from the roots of our people.
For this reasons, it is possible to say that the treatment of the overall conflict issues of the revolution, lacked an appropriate vision of the reality of the Eritrean entity with its cultural and religious constituents from where the political vision might start and help in the definition of the features of the Eritrean State and the Government System and Administration and the distribution of wealth, so as to achieve, in the end, the stability and prosperity of the Eritrean people by the Muslim or Christian.
Starting from this point of understanding, we would like to present our humble view, which on our belief, is considered a ” serious political plan” that could deal with the facts of the Eritrean reality.
Our experience urges us to a serious thinking, that could keep us away of the risks and pitfalls, as the guarantee of the stability in Eritrea is subjected to the respect of the Eritrean reality and should be guided by its realty and not to depend of the philosophy of securing assistance through the ethnical, regional links, and devising storms of (controversial issues).
Hence, we must think over forms of the national reconciliation which could not be discussed this time, save from the view of securing the interests and rights of the two sides (The Muslim and the Christian), who form the two wings of the Eritrean entity, which is incubated by the expected Eritrean State. However, the gate to the search of the means that secure the unity of our people should be the mutual recognition between the two sides and the agreement in principle on the acceptance of the basic rights that grant us the agreement in principle on the acceptance of the basic rights that grant us the stability and prosperity in Eritrea, which we hope to be the living model in the cultural and religious co-existence of the on Eritrean people, who should protect their country against all perils and dissension, where the world of today is floating over.
Therefore, through this proposal, it is possible to reactivate the Eritrean National Dialogue Cycle on the coming stage. This is the aim of this plan, which we are putting at the disposal of all Eritrean activities and personalities……

The Federal System of Government
We mean by this, the establishment of the Federal Government system based on Democratic. Parliament, Local Governments and Regional Councils on the condition that the Ministries of Foreign affairs, defense and finance remain under the control of the Central Government. The regions should be represented of the overall inhabitants of Eritrea. The formation of the Armed Forces where the Muslims and Christians should have equal number in its personnel and leadership.
The Muslims and Christians should be represented in the Parliament according to the percentage of the overall inhabitants and the same, too, in the Government Administration and Diplomatic corps, Command of the Army. The appointment of Local employee in every zone should be carried out by the Local authorities, establishment of a security force ( police force for every region). The recognition of the Arabic and Tigrigna languages (as official languages), a just distribution of the wealth, the grant of a percentage of the National wealth for the regions from where they are extracted (whenever it is available) with the confirmation of the right of public and private properties. Political activities in the regions, political and literary journalism, should be allowed, within the limit of the law. The belief on decentralization of the Government, the geographic demarcation of the regions in accordance of what is known historically within the boundaries of the one home, without the confirmation of what happened as a result of the war conditions, and by the practicing of the regime to be executed through the frame of decentralization within the federal system.
This demand is considered one aspect of the application aspects of Democracy and Political Will, which is suitable to our Eritrean reality. According to our assessment, working with impartiality, is considered the wholesome solution and a secure outlet, in order to achieve the necessary conformity for the establishment of the Federal state, in a perfect constitutional way.
The expected Federation for Eritrea would be a political contract between the Eritrean Muslims and Christians for in its essence is an amendment for the type of the formation of their simple made state. The political, which we are expressing through these principles, should meet and conform with the political Will that is expressed by the Muslim and Christian of Eritrea on the same direction until the establishment and realization of the federal state. Moreover, the federation, as aforementioned, demands the distribution of authorities and jurisdiction within its frame, so as to entrust the general authorities and jurisdiction to the General Government to administrate the common joint affairs, in the same time, to entrust its component units with the autonomous and jurisdictions to administrate their affairs independently.
Thus, the anticipated Federal and Democratic Eritrean Constitution must be predominated with the following principles:
1- Adjustment and Harmonizing between the essence of unity in the Federal and the essence of the Autonomy within the system.
2- Actual Participation which means:
A. The reliance of equality and the recognition of the particularities and variance of the Muslim and Christian societies, as a result of the difference in the religions, cultures, and civilization.
B. Elimination of the propensity of one National or one party government.
C. The abandonment of the elite National concept or the tendency of elitism supremacy.
D. Elimination of the individual or domination tendency forms the side of the center or the central government.
E. Non-violation of everything related to the religion be it spiritually, concept, and behavior.
F. Abolishment of the expropriation plan of lands and other properties or the grant of positions and mandatory powers from the side of the central or the right of its dispossessing or reducing, and the abolishment of the policy of changing the demographic and geographic structures in Eritrea.
G. Abolishment of the nationalities dialects revival plan, which aims to disunite the Muslim society, and the recognition of the duality of Arabic and Tigrigna languages in Eritrea.
3- The participation of the zone or region in the basic issues such as formulating and establishing the Federal constitution, the federal parliament and the federal government.
4- The adoption of the balanced council regarding the mandatory powers and authorities for the different regions so that each region has its own council and another one for the federal.
5- The participation of the regions on the general political issues, international, regional relations and in the agreement and pacts with the foreign countries.
6- The participation of the regional and federal councils on the adoption of regulations and laws regarding the army, public security, judiciary system and the constitutional court and on drawing plans of economic and social development in making and adopting the federal financial budget and in drawing the cultural and social policies.
7- In addition of the aforementioned, the community spirit of citizenship and patriotism should be spread through the rejection of racial and chauvinism disputes and by promoting the political and social equal rights principle between all citizens of the unit state. Then by emphasizing the mutual interests, the national solidarity and the humane brotherhood cooperation, so as to establish and implant the concept of the union and its merits or privileges.
8- Besides, the one-rule system and the vanguard party must be eliminated as it is an absolute contradict to the essence and concept of federation and the adoption of multi-party and political system, be it on the federation level.
9- Thus, it is necessary to adopt the economical feasibility and balancing principle in the distribution of investments, loans and funds, goods and services between the federation and its regions, in a suitable manner of division of labor and participation in the construction of the economic structure of the united state.
10- It is necessary, too, to adopt decentralized democracies i.e. secure and guarantee of equal right in the political freedom and activities, administration and cultural rights and all the remaining privileges of the civil society in the federal regions so as the secure the democratic and political integration in all parts of the country.
11- For this purpose, it is necessary that the geographical boundaries of the federal regions to be observed and maintained according to the historical right) and the formation nature of the population of the regions, that constitute the federal state, so to the domination of the private affairs and self independence. The fortification, consolidation, and the establishment of this independence under the federal system are necessary, too.
In accordance with these principles, the anticipated federal constitution in Eritrea, should regard the formation of the central rule, Head of State and the central ministries and the federal parliament with its two councils, the first for the representative of all the Eritrean people according to the population of
each region of the state regions, and the second for the senators who represent the Muslim, and Christians equally, i.e. each of them elect the same number of senators.
We do not intend by this to present and assumption for the dedication of the sectarian concept, but we intended to present a comprehensive expression of the Eritrean reality and reflecting it through this a frank exposition, that does not ignore the past and that does not enable one side to budge the other side or overcome him, on the pretext of moving away from the sectarianism. On the contrary, raising this linguistic, cultural and religious problem for consideration, and to deal as it is displayed in the Eritrean reality, confirm our mere realism to solve the Eritrean crisis with all its dimensions, form an objective perspective. This make us believe on the necessity of tackling the Eritrean issue as a differential issues in the concepts, for every sect (religion) has its own characteristics, traditions, customs and heritage, as the result of the civilization and cultures differences, and to admit this method is not shame, since, it is dealing with the fact, in a civilized and scientific method, far away from the opportunist idealism.
Due to the civilizations, cultures and customs in a part of Eritrea has shaped “A Christian” Society that could not be denied or ignored under any circumstances and the same is, regarding the Islamic Society. On the basis of what was mentioned above, we believe that the sound formula suitable to the Eritrean reality is to strive for the Equal Rights Principle between the Muslim and Christian Society. Regulations and agreements should be set up to preserve what was agreed on, putting into consideration our previous experiences in all their different stages.
This is so, because the experience had shown, that a force or an organization or party had overweighed in a stage of the political or Military Stages. Nevertheless, this does not mean, that is the end of the matter and surrender to the status quo, due to the fact that the permanent and the basic in solving such a problem is to tackle it from its different angles. And this is the correct and sound introduction and without this, it is difficult, if not impossible, to expect and sound introduction and without this, it is difficult, if not impossible, to expect, the social and political stability or the achievement of the construction and prosperity stage, and the hopes and ambitions will remain unrealized. If a sect (National) under any course or under any cover resolves to dominate over the other sector if it tries to infringe or encroach its civilization, culture, and sentiments.
In this respect, and when we try to talk about the role of each sect (society) in the field of national, action, it is necessary to mention that the Muslims where the vanguard of this, as it is well known historically.
But our conviction is, that the fabric of the Eritrean People unity fabric is composed of Muslims and Christian, and this makes us admit with the necessity of sharing all authorities among these two sects ( societies ), including all the positions and rank in the constitutional, executive, and military institutions within the frame of the Federal System in Eritrea.
This is the correct introduction; if we following it, will be lead us to achieve our great hopes. It is the suitable introduction, which we called (the objective and realistic form).
In this point, we should not be ashamed to confirm that Eritrea is a state composed of two geographic areas, two religions, two societies, two cultures and two languages. We do believe on the necessity of considering this will lead to form on harmonized state and not the contrary as some expect. We had to work to confirm the formula as an authority on taking all decisions and regulations in the different fields.
