By the end of Feb. 2005,the ministry of education circulated a short memorandum to announce a salary increment for the local acadamic staffs working in the University of Asmara and other Colleges in the country and excluded the administrative staff.

The memo was signed by the ministers of education and finance but failed to be effective due to the refusal of Dr. Twelde Zerom. In the reason he gave for refusal: Dr. Twelde accused Dr. Tadesse of conspiring in promote some academic staff to undeserved academic ranks an act that defies the rule of the university, according to his words.
